What is tacky paint...?

I know this must sound dumb to most of you, but there are still some words that I am not familiar with in the English language......sooo I am painting my project for school and the paint is called the sophisticated finishes where I have to put on this blackened bronze on first, and then put on patina blue, to make is look all antiqued, and I have to put the blue one on when the blackened bronze is "slightly tacky". I'm thinking that it means not too dry, but this project is big and worth a bunch of points, and on top of all that I spend waaay too much time to mess is up now...

also this is water based paint and it's incredibly liquidy, am I ok to just use regular paint brushed to brush the project?

In this context, "tacky" means the paint is slightly adhesive or sticky. (In other context, "tacky" can also mean garish or showy looking.) For example, when sugar syrup dries it remains tacky. You are supposed to apply the patina blue when the first layer is partly dry, no longer liquid but slightly sticky to the touch. If it's water based paint,any ordinary craft brushes should work fine.
