It depends very much on what your motive is for collecting stamps.
The 700 stamps guarantee you 700 different stamps to start your collection.
The 1/2 pound bulk stamps may or may not contain as many as 700 different stamps, but you are certain to be buying some duplicates. So the question becomes, what are you going to do with the duplicates? Do you know other collectors with whom you can trade? (If not, joining a club might be a good idea.
