How to go about painting pressed wood with that fake looking wood layer on top?

I'm not sure if that top layer that looks like wood grain is plastic or what they normally use, but it has that, and underneath is all the pressed wood. It's a dark chocolate brown currently and i'd like to get it looking nice and white. Some say spray paint, others say sand it. What should I do? Average prices of things would also be appreciated if known.

i would rough it up slightly with sand paper then prime it with a product called "bins" by a company called zinser. you can get it in spray cans for around 5 bucks. It smells very strong so do it outside and do not do it around open flames. It will dry very fast so you can top coat it with what ever color or sheen you want.
