High Impact

What is the NTSB's definition of "high-speed impact"?
When the NTSB investigates an aircraft crash, they sometimes categorize it as a "high-speed impact." I'm looking for someone to quote their actual definition (e.g., in terms of miles per hour) of a high-speed impact.
There is no MPH definition for "high speed impact" It is stated as "speeds much higher than design limits" For a Cessna 172 a normal impact with the ground is 50 KTS but a high speed impact with the ground would be over 100 KTS. This standard would be entirely different for a 737 impacting the ground.
