Wet atmosphere forms very thin layer of water onto metallic surface, e.g. onto plate and onto rivets.
Once atmosphere formed water film onto Steel Plate, THIS LATTER LOOSES IRON(II) IONs INSIDE WATER FILM WHILST COPPER RIVETS IS CONVERTING OXYGEN GAS INTO HYDROXIDE IONs.

"Specify which metal is anode and which – cathode?"
Since I specified already that STEEL PLATE IS LOOSING IRON(II) IONs, IT IS TAKING OXIDATION OF ITSELF : it will result an electrodical anode.
I already specified that COPPER RIVETs ARE CONVERTING OXYGEN IN HYDROXIDE IONs : rivets play like electrodical cathode.
